One outbound passenger is Bob Morgan who shows Tonga his home movies of his wife and daughter Suzy and convinces her they are as they appear to be.
After Buzz and Happy arrive they compare the list of departing passengers to a list of people suspected of security breaches. Tonga recognizes Bob Morgan from a picture in the security files. He is also identified as not being married and being a know associate of one Art Robinson.
Tonga is sent to Venus City on Venus to investigate Art Robinson and Buzz and Happy head to Lowell City, Mars to check out the film that Bob Morgan had. After arriving on Mars Buzz and Happy question Bob Morgan who is tripped up when he is caught in a lie about his family movies. He has no family.
Before they can arrest him Art Robinson shows up and they over power the Space Patrol Officers and take them to Venus in their Private Space Cruiser, P784. Once on Venus they sabotage the atmosphere equipment aboard their ship and leave it allowing Correy and Happy to take over the ship.
While flying over the Turqois River they spot the two thieves getting away in a submarine then they realize the air they are breathing is toxic. In an effort to save themselves they manage to get into some spacesuits.
